Taylor Morgan is a seasoned political and public relations professional with decades of experience in Utah’s most important political campaigns and policy initiatives. He has advised numerous municipal, legislative, and federal candidates and campaigns affiliated with both major political parties. Taylor has also been instrumental in launching and helping lead innovative and successful non-profit organizations in Utah.

Since 2013, Taylor has served as Executive Director of Count My Vote. Before Count My Vote, Taylor served as an appointee in the office of Utah Governor Gary Herbert, where he specialized in elections administration, legislative affairs, and communications. Prior to his appointment with the Governor’s office, Taylor worked to promote voter participation as Senior Staff for the Governor’s Commission on Strengthening Utah’s Democracy, managed the Hinckley Institute of Politics' political and national programs, and served as a professional staff member with the U.S. House of Representatives’ Committee on Foreign Affairs in Washington, DC.

As one of Utah’s top political experts, Taylor co-hosts KSL NewsRadio’s Inside Sources and KSL at Night shows and is a regular commentator on local and national political news.

Taylor graduated from the University of Utah with bachelors degrees in Political Science and International Studies. He is an avid Utes fan and rarely misses a football game, home or away. Taylor and his wife Emily are the proud parents of two sons, Chase and Ethan, as well as two English Cream Golden Retrievers, Kenai and Kodiak. They currently reside in Draper, Utah. Taylor is passionate about the outdoors and spends any free moment rock climbing, mountain biking, canyoneering, backcountry skiing, and boating with family and friends.

David May is a seasoned Utah public affairs expert and strategic communications professional with deep experience in lobbying, campaign management, and government relations. As a founding partner of Morgan May Public Affairs, he brings a wealth of cross-sector expertise—spanning Utah’s private, nonprofit, and political landscapes.

David has played pivotal roles in some of Utah’s most impactful political campaigns and ballot initiatives. He served as State Director for the landmark 2014 Count My Vote campaign, which led to the passage of SB54, a major election reform law in Utah. His strategic planning and communications leadership have extended across high-profile state and federal campaigns, including one of Utah’s most competitive congressional races, which earned national attention from Politico and The Cook Political Report.

At United Way of Salt Lake, David served as one of the organization’s donor engagement directors, overseeing individual giving campaigns and relationship-driven fundraising strategies. His work focused on building donor pipelines, designing targeted communications, and developing strategic partnerships and volunteer initiatives to support community-based impact.

In the private sector, David managed enterprise client implementation for a global employee recognition firm, overseeing program delivery for Fortune 500 companies across industries such as finance, healthcare, and technology. He led project timelines, managed client communication, and ensured successful delivery of tailored solutions.

David also served in the Herbert–Cox administration, supporting then–Lieutenant Governor Spencer Cox during a key period of policy development and reform. He contributed to statewide efforts focused on campaign finance and transparency, leading analysis of political finance filings and assisting with legislative recommendations, policy research, and stakeholder outreach during the 2015 General Session.

He holds an MBA from Westminster University and dual bachelor’s degrees in Economics and Political Science from the University of Utah.

When he’s not working on behalf of clients at the Utah State Capitol, David enjoys skiing, tennis, yoga, and exploring Utah’s outdoors with his family.
